DAP Penang's mega project worth RM6.3 billion receives heavy slam from various sides. The projects, including the 4.2km Gurney Drive–Tun Dr. Lim Chong Eu Highway, 4.6km 4-lane highway from Tun Dr. Lim Chong Eu–Bandar Baru Air Itam, 6.5km underwater tunnel between Penang - Butterworth and 12km 4-lane road from Tanjung Bungah-Teluk Bahang.
Generally, these projects are seen as Lim Guan Eng's ego in showing his power which does not show his care for rakyat. Especially when we refer to the underwater tunnel project as redundant, because it brings the same objective with the second bridge project which is still yet to be finished.
DAP internal source revealed that those who are involved are as followed:

- Leslie&Co – 5%

• ZC-CRC: Zenith Construction Sdn Bhd JV with China Railway Construction Ltd (CRCL) – 70%
- Pinny – 5%
- Jimmy & Party – 10%
- Terry – 3%
- TBD – 2%
Blog, DAP Insider somehow uses simple names as codes to hide their real identity. However, many could assume that the name ‘Annie & Party’ means Anwar and PKR, while ‘Davy’ is ‘Daddy’, Lim Kit Siang himself.
Lim Guan Eng's actions in giving 'rewards' to his crony through this project is not shocking because everyone knows that DAP's 'Efficient, Accountable and Transparent' slogan is just a marketing tool which does not mean anything to DAP. Instead, it is just to fool their supporters.
However, what is shocking is that the level of corruption seems to be almost as stupid as PAS Kedah because it looked too clear.
Why? The company which receive this multi-billion ringgit project, Consortium Zenith BUCG Sdn Bhd (CZB), is just a RM2 company which was established in July 5, 2012, a month after the submission of tenders for the project was closed on June 2012.
This matter was revealed by blog, Stop The Lies on March 16.
If this expose is true, we are quite 'impressed' with Lim Guan Eng on how could he use magic to reward projects to a company which was yet to be established? How was the company evaluated?
If CZB only acted as middleman and they do not need to provide any experts, we cannot understand how can it be chosen because it was still not established when the tender was closed.
What is more 'frightening' would be CZB's Chairman, Zarul Ahmad Mohamad Zulkifli was charged with criminal offense where he was involved in a loan scandal three other former employees of Rakyat Merchant Bankers Berhad (RMB), and was jailed for a day as well as fined with RM10,000-RM50,000 in 1994.
Their offence include Banking and Financial Institutions Act where they approved loan which exceeds the limit, at the amount of RM127 million. Zarul was found guilty for giving loan worth RM10.6 million and he pleaded guilty for transferring RM67.5 million to RMB customer.
Other than the matter of credibility of the company which receives the project and awarding tender in a non-transparent manner, another thing which needs to be focused on would be the effect it would give to rakyat considering that CZB will also receive payments in forms of taking over land worth 44.51 hectare or 110 acre in Tanjung Pinang.
Won't this actions need to go through in-depth study and analysis process to ensure that tax payers would not need to risk any loss if the project could not be implemented?
We know that Lim Guan Eng has Veto power, but we do not know that he has a great magical power. Lets hope that he would use his magic to save the life of those who use the underwater tunnel if anything bad happens, for appointing a construction company which is beyond reasonable doubt.
